Brigada Kontra Basura

As the proximate local government unit to the community, the barangay office is required to develop an Ecological Solid Waste Management program, promote waste segregation, set up materials recovery facilities, and ensure strict enforcement of the Republic Act 9003, known as the Ecological Solid Waste Management Act of 2000. With the direct link between public health and the environment, the Team LSDreamers initiated the Brigada Kontra Basura campaign, aimed at strengthening and improving the solid waste management system of Lower Salug Daku as a means of health promotion with focus on environmental health.

From the baseline

Of the 205 surveyed households in Lower Salug Daku:

a. 64% (131) practice proper waste segregation.

b. 60% (122) practice proper waste disposal:

i. 29% (60) practice open burning only.

ii. 8% (16) practice open dumping only.

iii. 3% (7) practice both open dumping and open burning.


Garbage truck collection operates only once a month.

There are no existing waste-holding facilities in the barangay.

APPROACH TO

oBJECTIVE sETTING

A bifactorial approach was adopted, centered on correcting two key solid waste management practices: improper waste segregation and improper disposal methods, such as open burning and dumping.

SPECIFIC OBJECTIVES

  • To increase the number of households in Lower Salug Daku practicing proper waste segregation from 64% to 90% by July 2023
  • To increase the number of households in Lower Salug Daku practicing proper waste disposal from 60% to 78% by July 2023
  • To increase the number of households in Lower Salug Daku with at least one member with adequate knowledge on proper solid waste management from 51% to 75% by July 2023

Health Education and Awareness Campaign

  • Facilitation of health teachings during purok meetings and barangay-wide assemblies
  • Eskuwela Kontra Basura: a school-based SWM lecture and film-viewing activity among elementary students

  • Facilitation of communication with the Philippine Air Force Western Mindanao - Tactical Operations Group 9 for requesting available resources (i.e., unused empty fuel barrels)

  • Lobbying of barangay officials to allocate budget for the construction of ten waste-holding facilities and the restoration of the materials recovery facility (MRF).
  • Coordination with a local welding shop for actual labor
  • Installation of waste-holding facilities in each purok

As of July 2023, 87% (178/205) of the surveyed households are practicing proper waste segregation, while 82% (169/205) are practicing proper disposal. Overall, the project was able to exceed its general target, with 71% (143/205) of the surveyed households now practicing proper solid waste management.
