With the shift of focus of disaster risk reduction and management from a reactive to a proactive approach that advocates for taking actions to minimize vulnerabilities, the Team LSDreamers championed for knowledge and readiness among the leaders and residents of Lower Salug Daku. The 4Ks Kontra Baha program consists of innovative strategies and activities that target the improvement of several facets that influence the health aspect of flood adaptive capacity of households through a multilevel approach, involving the local government unit down to the familial level.

From the baseline

  1. Among the 257 flood-susceptible households, none had high flood adaptive capacity.
  2. No early warning system devices are installed in areas highly susceptible to flooding in the barangay.
  3. No community activities related to health-focused flood management are being conducted in the barangay.
  4. None of the flood-susceptible households have a complete evacuation plan.
  5. The BDRRMC has inadequate functional capacity to provide external support for flood-susceptible households.

APPROACH TO

oBJECTIVE sETTING

The project utilized a multilevel approach to enhance the community’s overall flood adaptive capacity through activities aimed at equipping the local government unit level down to individual families with the necessary resources & competencies.

SPECIFIC OBJECTIVES

  • To increase the number of households with adequate knowledge of flood management from 5% to 50% by July 2023
  • To increase the number of households with a completed family preparedness tool from 0% to 50% by July 2023
  • To increase the number of puroks with community health volunteers trained on the DOH’s EHSPs in Emergencies and Disasters from 0% to 100% by July 2023
  • To increase the number of puroks with active participation in barangay-wide emergency preparedness activities from 0% to 100% by July 2023
  • To increase the number of BDRRM-H members with adequate life-saving competencies to 100% by July 2023
  • To increase the number of available emergency response equipment at the health center to 100% by July 2023


Strategies & ACTIVITIES

Health Education and Awareness Campaign

  • Facilitation of health teachings during purok meetings and barangay-wide assemblies
  • Distribution of IEC booklets on flood preparedness and health impacts among susceptible households
  • Lobbying of barangay officials for posting of IEC signages on flood preparedness and response

Capacity Building

  • Facilitation of the Municipal-wide Basic Life Support with Standard First Aid Training led by the DOH Zamboanga Peninsula CHD HEMS
  • Facilitation of the Municipal-wide Water Search and Rescue Training led by the Philippine Coast Guard Southwestern Mindanao
  • Facilitation of the DOH Academy Online Training for community health volunteers
  • Facilitation of a proper wound care and tetanus immunization seminar in coordination with the RHU Mahayag
  • Creation of reference manuals for community health volunteers

Development of

Public Policies

  • Facilitation of the reorganization of the BDRRMC
  • Assistance in the enactment of disaster preparedness-related policies (i.e., the Lower Salug Daku Family Evacuation Plan Ordinance, resolutions for the allocation of annual barangay funds for disaster preparedness drills and procurement of emergency supplies and medications)
  • Facilitation of the signing of Memorandum of Understanding between the barangay and a local establishment (Emmie’s Grocery) to expedite direct procurement of goods in emergency and disaster settings

Intersectoral Collaboration and Resource Mobilization

  • Coordination with the MDRRMO Mahayag for capacity building activities and for the distribution of available resources for family preparedness
  • Creation and distribution of family evacuation plan forms
  • Distribution of first aid kits among community health volunteers

Development of

Physical Facilities

  • Lobbying the BDRRMC to conduct equipping and stockpiling
  • Assistance in the establishment of the BDRRMC Headquarters and Emergency Hotline

Outcomes

As of July 2023, 88% (227/257) households were evaluated to have adequate knowledge on flood management; 86% (222) were able to completely fill the distributed family evacuation tool. 100% of puroks are now equipped with trained community health volunteers and have actively participated in community preparedness activities. All members of health-related subcommittees of the BDRRMC have completed formal training on life-saving competencies.
